Dependency integrity bypass via skipped checksum verification

Improper lockfile checksum validation in Hex 0.16.0 through 2.4.1 allows attackers to accept altered dependencies during resolution. Hex.RemoteConverger.verify_resolved/2 compares atom-based dependency names with string-based lock data, so its checksum checks are silently skipped. Exploitation requires influence over cached packages or registry contents; accepted code can replace an audited dependency while mix.lock is rewritten.
