User data disclosure via encoded SCIM paths

Authentication bypass in the SCIM API in ZITADEL 2.68.0 through 3.4.7 and 4.0.0 through 4.12.1 allows remote attackers to read user data. The authentication middleware checks the raw request URI, then derives a route prefix from a decoded path; encoded path segments break that prefix calculation and fall through without requiring a token. No credentials or user interaction are required; exposed data includes names, email and postal addresses, phone numbers, external IDs, and roles, while write and delete operations remain blocked.
