Missing authorization in OpenEMR before 8.0.0.1 allows remote authenticated users to alter clinical rules and plans. ControllerRouter::route() omits the required negation and applies the admin/super check only when shouldSkipAdminAcl() is true, so other CDR controllers bypass authorization. Any logged-in role can directly suppress system-wide clinical alerts or modify and delete clinical plans and rule mappings without administrator privileges.
