Restricted record disclosure via wrong-table sensitivity lookup

Incorrect authorization in OpenEMR before 8.0.0.1 allows remote authenticated users to view restricted group encounter records. EncounterService consults form_encounter for sensitivity even though group encounters store that value in form_groups_encounter, so the ACL receives no applicable restriction. Exposure requires a site to use group encounters with sensitivity flags and grants unauthorized staff read access to sensitive encounter data.
