Call-state corruption via randomized webhook event identifiers

Capture-replay bypass in OpenClaw before 2026.2.23 allows remote attackers to corrupt call state via replayed Twilio webhooks. The Twilio webhook normalizer generated a fresh event ID on each parse, so the voice-call manager compared different identifiers for the same replayed callback. A valid signed webhook must be captured and replayed; accepted duplicates can corrupt call state or satisfy a stale speech turn without disclosing data.
