Local service interruption via unchecked tar.bz2 extraction

Archive extraction in OpenClaw before 2026.3.2 allows attackers to interrupt service by supplying a crafted tar.bz2 skill archive. The tar.bz2 path in src/agents/skills-install-download.ts uses shell tar processing without the centralized extractor's special-entry and extracted-size checks. Installation of an untrusted skill archive and user interaction are required; excessive expansion or special entries can exhaust local resources and halt the process.
