Unauthorized agent dispatch via empty sender allowlist

Authorization bypass in OpenClaw 2026.2.22 through 2026.2.23 allows remote attackers to dispatch agents via Synology Chat webhooks. The checkUserAllowed function returns true for an empty allowedUserIds array, so the webhook handler accepts every sender under allowlist policy. Synology sender access and an enabled plugin with dmPolicy set to allowlist are required; accepted messages can invoke downstream agent and tool actions.
