Arbitrary command execution via Windows shell fallback

Command injection in OpenClaw 2026.1.21 through 2026.2.17 allows local users to execute commands through Lobster workflow arguments. The Windows fallback retries ENOENT or EINVAL spawn failures with shell execution, causing cmd.exe to interpret tool-provided arguments as command syntax. Exploitation requires Windows, fallback-triggering conditions, and argument control through a local operator-defined workflow; successful injection alters data or interrupts the service through attacker-selected commands.
