Value disclosure or crash via late reference validation

Out-of-bounds reads in Samtools HTSlib 1.21 and earlier, 1.22 through 1.22.1, and 1.23 allow remote attackers to leak values or crash readers. The cram_decode_slice function decodes CRAM reference and mate-reference identifiers and uses them before confirming that they fall between -1 and the reference-count bound. A crafted CRAM file can expose two decoded values to the calling program or trigger an invalid-memory access and crash, although the decoder returns an error after detecting the invalid identifier.
