Seed extraction via unauthenticated wallet RPC

Missing authentication in Chia Blockchain 2.1.0 wallet RPC allows local users to extract private keys or submit transactions. When RPC credentials are unset, rpc_server_base.py's _authenticate() accepts every request, and the wallet endpoints ignore the master-passphrase lock. Exploitation requires access to the local wallet RPC and its mTLS certificate and key; successful calls can expose the seed phrase or transfer wallet funds.
