Authenticated RCE via unsandboxed relational condition templates

Remote code execution in Pixel & Tonic Craft CMS before 4.17.4 and 5.9.9 allows remote authenticated users to execute arbitrary code. BaseElementSelectConditionRule::getElementId() sends a user-controlled element ID template to renderObjectTemplate(), which renders Twig without sandboxing or escaping. Any Control Panel account, including Author or Editor roles, can submit the condition through element-listing endpoints despite production hardening settings.
