Promotion limit bypass via stale counter race

TOCTOU in promotion enforcement in affected Sylius releases allows remote attackers to exceed usage limits through concurrent checkouts. Eligibility checks read stale Doctrine entity counters before OrderPromotionsUsageModifier later writes absolute values without locking or atomic increments. Unauthenticated access to the order-completion API is sufficient to redeem limited promotions or coupons repeatedly, causing unauthorized discounts.
