Tag overwrite via latest authorization exemption

Incorrect authorization in zot 1.3.0 through 2.1.14 allows remote authenticated users to overwrite an existing latest tag. DistSpecAuthzHandler in pkg/api/authz.go treats PUT /v2/{name}/manifests/latest as create even when latest exists, bypassing the update-permission check. Exploitation requires create permission without update permission and an existing latest tag, enabling unauthorized replacement of a trusted manifest.
