Scheduler interruption via invalid remote-CPU dispatch

Denial of service in Linux Kernel 6.18 through 6.18.21 and 6.19 through 6.19.11 allows local users to interrupt sched_ext scheduling. The is_bpf_migration_disabled() check wrongly rejects migration_disabled state for noncurrent tasks even when non-PREEMPT_RCU kernels never set that state in the BPF prolog, permitting an invalid remote-CPU dispatch that triggers scx_error. Exploitation requires local low-privileged access, sched_ext use, a non-PREEMPT_RCU build, and a migration-disabled task; the bounded consequence is scheduler service interruption.
