Service hang via WireGuard namespace teardown deadlock

Denial of service in the Linux Kernel allows attackers to hang network-namespace cleanup during WireGuard device teardown. The wg_netns_pre_exit() callback manually takes rtnl_lock() inside pernet .pre_exit, so cleanup waits indefinitely when another thread holds rtnl_mutex. Public records do not specify the privileges needed to reach the triggering teardown; the cleanup workqueue or setup rollback path can remain blocked indefinitely.
