System stalls via stale clock-event forcing flag

Availability flaw in Linux Kernel 7.0 allows local users to stall systems by disrupting clock-event timer interrupt rearming. The clockevents and tick-broadcast paths fail to clear next_event_forced during state changes, ordinary event arming, and suspend wakeup, leaving a stale flag that blocks an earlier rearm. A local low-privileged user must reach the affected timer behavior; missed timer interrupts can stall the system without reported data disclosure or modification.
