Local system hang via osnoise lock inversion

Improper locking in the Linux Kernel osnoise tracer allows local users to hang the system during concurrent CPU hotplug activity. In trace_osnoise.c, osnoise_sleep() takes interface_lock before cpus_read_lock(), while CPU-offline processing holds cpus_write_lock() and waits for an osnoise thread that needs interface_lock. A low-privileged local user must reach the osnoise tracing and CPU-hotplug sequence; the resulting kernel deadlock interrupts the host.
