Local service interruption via retained empty buckets

Resource-management error in affected Linux Kernel releases allows local users to interrupt service by retaining empty ipset buckets. The netfilter mtype_del function drops a bucket only when both n->pos and its empty-slot count are zero, so a bucket with no live entries remains allocated when n->pos still spans deleted slots. Low-privileged local access is required, and repeated retention can exhaust kernel memory and interrupt service.
