Local memory disclosure and crash via unchecked netlink

Out-of-bounds reads in Linux Kernel netfilter conntrack allow local users to disclose kernel memory or crash the system via netlink. nlattr_to_sctp() assigns CTA_PROTOINFO_SCTP_STATE directly to ct->proto.sctp.state without range checking, while ctnetlink accepts an unchecked direction used to index ct->master->tuplehash. Reachability requires CAP_NET_ADMIN in a network namespace and crafted NETLINK_NETFILTER attributes; no race or user interaction is required.
