Cross-tenant data disclosure via unrestricted delegator selection

Improper access control in Apache OFBiz before 24.09.06 allows remote attackers to read data belonging to other tenants. The ProgramExport Groovy handler binds a tenant delegator but fails to block DelegatorFactory, letting supplied scripts select another tenant's delegator and query its records. Exposure requires a multi-tenant deployment and network reachability to Program Export; the published impact is cross-tenant data disclosure only.
