Local bulk-export disclosure via owner-unrestricted permissions

Incorrect file permission assignment in Mattermost allows local users to read bulk exports downloaded with mmctl on the server. The mmctl export download command creates the downloaded archive without restricting its filesystem mode to the file owner. A low-privileged account can read the full contents after an administrator downloads an export in affected 10.11.0 through 10.11.11, 11.2.0 through 11.2.3, 11.3.0 through 11.3.1, or 11.4.0 deployments.
