Password-store deletion via partial-scope overwrite

Incorrect authorization in Checkmk 2.2.0, 2.3.0 through 2.3.0p42, and 2.4.0 through 2.4.0p22 allows remote authenticated users to delete passwords. The remove_password() function loads only credentials editable by the caller, removes one entry, then writes that incomplete subset over the full password store. Reachability requires a monitoring user in a contact group who owns a password and uses Quick Setup or the REST API; erased credentials can disrupt dependent services.
