Privileged command execution via PATH filter bypass

Command injection in OpenWrt before 24.10.6 allows local users with privileged ubus access to execute commands through a crafted PATH. The hotplug_call function uses strcmp to compare each full PATH=value string with PATH, so the filter never removes the caller-controlled value. Exploitation requires privileged access to the local ubus call method and redirects binaries run by procd-invoked hotplug scripts.
