Unauthorized state changes via unprotected GET endpoints

Cross-site request forgery in OPNsense core before 26.1.4 allows remote attackers to trigger privileged backend state changes. ApiControllerBase validates CSRF tokens only for POST, PUT, and DELETE, while MVC routes state-changing controller actions invoked through GET to configd. Exploitation requires an authenticated user to follow a cross-site top-level link or redirect, after which service reloads and configuration changes execute.
