Code execution via unchecked H.266 tile index

Out-of-bounds write in GStreamer gst-plugins-bad 1.25.1 through 1.28.0 allows attackers to crash applications or execute code via crafted H.266 media. The gst_h266_parser_parse_picture_partition function adds untrusted tile-index deltas to tile_idx and indexes picture-partition arrays without validating the computed bounds. Processing malicious media in a GStreamer-consuming application is required; successful corruption runs code in that application's process, while failed attempts can crash it.
