Code execution via pic_timing SEI stack overflow

Stack buffer overflow in GStreamer gst-plugins-bad 1.25.1 through 1.28.0 allows attackers to execute code via crafted H.266 video. The H.266 bitstream parser copies attacker-controlled pic_timing SEI decoding-unit data into a fixed-length stack buffer without validating its length. A GStreamer-based application must process the malicious stream or file; successful corruption runs code in that application's process, while failed exploitation crashes it.
