Unauthorized budget reassignment via late permission check

Incorrect authorization in OpenProject before 17.2.0 allows remote authenticated users to alter work package budget assignments. The budget deletion flow reassigns associated work packages to another budget before checking whether the requester may delete the source budget. Any application user can trigger the ordering flaw, removing or changing budget associations without permission while leaving confidentiality and availability unaffected.
