Hourly-rate disclosure via missing membership validation

Incorrect authorization in OpenProject before 17.2.0 allows remote authenticated users to disclose non-members' default hourly rates. The labor-budget editor and cost-preview endpoint accept a selected user without verifying project membership, then use that user's configured default rate in cost calculations. A low-privileged user must be able to edit a project budget, and disclosure occurs only when the selected non-member has a default rate configured.
