Unauthenticated self-deletion forgery via empty evidence

Improper input validation in Miraheze TSPortal before 30 allows remote attackers to forge another user's self-deletion request. DPAController::store() accepts an empty evidence field, and Laravel converts that empty string to null, making a third-party DPA report indistinguishable from a genuine self-request. No prior privileges are required, but deletion occurs only if staff act on the forged report; the action can delete the targeted user's data in TSPortal and downstream systems.
