Unauthenticated service interruption via shutdown endpoint

Improper server shutdown in Gravitl Netmaker before 1.2.0 allows remote attackers to interrupt service through a crafted API request. The /api/server/shutdown handler sends syscall.SIGINT to the Netmaker process when invoked, enabling repeated process termination. The endpoint requires no privileges or user interaction, and repeated requests produce roughly three-second restart cycles rather than data access or modification.
