Service interruption via pre-limit base64 decoding

Resource exhaustion in OpenClaw before 2026.2.14 allows local users to interrupt the gateway with oversized base64 media. Gateway chat attachment and media-input handlers decode base64 strings into Node.js Buffers before comparing decoded length with configured byte budgets. Default loopback binding and gateway authentication limit reachability; exposed or weakened deployments admit remote service interruption.
