Unauthenticated access via unenforced Login V2 policies

Improper authentication in ZITADEL 4.0.0 through 4.12.0 allows remote attackers to gain access through direct Login V2 requests. The Login V2 server accepts self-registration and password-authentication requests without enforcing the organization's disabled login policies. No account or user interaction is required; exposure exists when an organization disables self-registration or password login but leaves Login V2 reachable.
