Unauthorized file operations via missing sub-permission checks

Incorrect authorization in October CMS before 3.7.16 and 4.0.0 through 4.1.15 allows remote authenticated users to perform file operations. CMS and Tailor editor command handlers execute create, delete, rename, move, upload, and directory operations without enforcing the withheld editor.cms_assets or editor.tailor_blueprints sub-permission. Exploitation requires an uncommon backend role configuration; affected users can alter theme assets or blueprints, and a Tailor condition error also exposes blueprint paths.
