Unauthorized policy widgets via missing creation-group check

Missing authorization in the discourse-policy post-processing path in Discourse allows remote attackers to create policy acceptance widgets. The post-processing hook accepts cooked policy markup and persists a PostPolicy with group relationships without enforcing the configured policy-creation group restriction. No prior privileges or user interaction are required, but policy must be enabled and the forum must permit the attacker to submit a post under the necessary posting conditions.
