Privilege escalation in CouchCMS 2.4.0 and earlier allows remote authenticated users with Admin access to create SuperAdmin accounts. The user-creation handler accepts the client-controlled f_k_levels_list role value and honors 10 instead of enforcing the Admin account's permitted value of 4. Admin-level access and interception of the request body are required; the resulting SuperAdmin account grants full application control.
