Arbitrary file read via pre-decode sanitization

Path traversal in gleam-wisp Wisp 2.1.1 through 2.2.0 allows remote attackers to read process-accessible files via crafted HTTP paths. The wisp.serve_static function strips literal dot segments before percent-decoding, so encoded dot segments reach filepath.join and escape the static directory. Exposure requires an application to route requests through serve_static; one unauthenticated request can disclose source, configuration, secrets, or system files readable by the process.
