Unauthenticated action termination via enabled guest KillAction

Broken access control in OliveTin before 3000.11.0 allows remote attackers to stop running actions through the KillAction RPC. The login-required guest sanitizer disables view, execution, and log permissions but leaves the default Kill permission enabled, so the RPC accepts a guest termination request. Exploitation requires authRequireGuestsToLogin and knowledge of a live executionTrackingId; the result is interruption of the targeted action, not data disclosure or modification.
