Restricted-content access via unchecked entry duplication

Authorization bypass in Craft CMS before 4.17.0-beta.1 and before 5.9.0-beta.1 allows remote authenticated users to duplicate restricted entries. The Duplicate::_duplicateElements loop processed request-selected Entry IDs without calling Elements::canDuplicate for the current user. Any account with View Entries permission can submit the direct control-panel action, enumerate incremental Entry IDs, and obtain attacker-owned copies of content that the account cannot otherwise access.
