Unauthorized channel membership removal via missing access check

Incorrect authorization in affected Mattermost Server releases allows remote authenticated users to remove members from arbitrary channels. The shared-channel membership sync handler processes crafted removal messages without verifying that the sending remote cluster can access the target channel. Control of a federated remote cluster is required, and removal can affect any user in private or public channels.
