OAuth2 scope bypass via missing Basic-auth context

Incorrect authorization in Gitea 1.26.1 and earlier allows remote authenticated users to exceed OAuth2 token scopes through Basic auth. The Basic-auth handler marks OAuth2 tokens as API tokens but omits ApiTokenScope, so tokenRequiresScopes returns without enforcing the grant. Possession of a restricted token is required; the bypass remains bounded by the authorizing user's normal permissions but permits profile, email, and repository changes.
