Local privilege escalation via unauthorized USSD request

Permission bypass in Google Android 14 through 17 allows local users to send USSD requests without the required permission. PhoneInterfaceManager.handleUssdRequest dispatches a caller-supplied USSD string after a logic error bypasses the required authorization check. A local app needs no additional execution privileges or user interaction; the bounded result is unauthorized submission of carrier USSD requests.
