Bluetooth MAC disclosure via unchecked parcel serialization

Information disclosure in Google Android 16, 16-qpr2, and 17 allows local users to obtain a Bluetooth MAC address without interaction. BleRssiRangingCapabilities.writeToParcel serializes the address without enforcing the required permission check. No additional execution privileges are required, and the consequence is limited to disclosure of the device's Bluetooth MAC address.
