Resource exhaustion in Android 15, 16, 16-qpr2, and 17 allows local users to cause a persistent Wi-Fi service interruption. Google has not disclosed which finite resource the add function in WifiNetworkSuggestionsManager.java fails to limit while processing network suggestions. A local user needs no additional execution privileges or user interaction, and successful exploitation leaves the Wi-Fi service persistently unavailable.
