Missing authorization in Telecomm in Google Android 17 allows remote attackers to initiate unauthorized phone calls. Telecomm accepts a call-initiation request without enforcing the permission required to place the call, allowing an unprivileged request to reach privileged telephony functionality. No prior privileges or user interaction are required, and the disclosed consequence is limited to initiating an unauthorized call.
