A logic error in Google Android 14, 15, 16, and 16-qpr2 allows local users to place an emergency call without execution privileges. CallIntentProcessor.java's fixInitiatingUserIfNecessary method applies incorrect initiating-user logic, allowing an unauthorized emergency-call intent to proceed. No execution privileges or user interaction are required, and the documented consequence is limited to placing an emergency call.
