Local privilege escalation via unrestricted toast overlays

Improper UI-layer restriction in Android 14, 15, 16, and 16-qpr2 allows local users to elevate privileges through a toast overlay. WindowManagerService.addWindow accepts a TYPE_TOAST window on a nonempty WindowToken, permitting multiple toast windows where only one should be allowed. A low-privileged app can exploit the overlay without user interaction or additional execution privileges to obtain higher permissions on the device.
