Service interruption via unbounded webhook key accumulation

Resource exhaustion in OpenClaw before 2026.3.1 allows remote attackers to interrupt the Gateway service through Zalo webhook requests. The webhook security tracker keys in-memory state by query-bearing request targets, so distinct query strings accumulate entries for one valid route. The Zalo webhook must be configured and network-reachable; unauthenticated request churn can cause memory pressure, instability, or an out-of-memory process exit.
