Unauthenticated agent access via caller-ID matching

Authentication bypass in OpenClaw 2026.2.1 and earlier allows remote attackers to reach the voice-call agent and execute tools. The inbound allowlist in extensions/voice-call/src/manager.ts normalizes absent caller IDs to an empty string and accepts suffix matches instead of exact normalized-number equality. Exploitation requires the optional extension to be enabled with allowlist or pairing policy; successful calls gain the agent's configured tool access.
