Unauthorized snapshot deletion via missing access check

Missing authorization in affected Grafana OSS 9.4.0 through 13.0.1 releases allows remote authenticated users to delete dashboard snapshots. The Snapshot API accepts an Editor's deletion request and removes the targeted snapshot without verifying that the requester can read or write it. Editor access is required, and the documented consequence is deletion of snapshots outside that user's authorized dashboard scope.
