Cross-organization dashboard deletion via missing tenant check

Improper access control in Grafana OSS and Enterprise allows remote authenticated users to delete another organization's public dashboards. The public dashboard deletion endpoint accepts target dashboard identifiers and performs deletion without verifying that the dashboard belongs to the caller's organization. An Org Admin session in any organization is required, and successful exploitation removes another tenant's shared dashboard without exposing data or interrupting the server.
